1. No freelancer can’t accept Local Bank Account or ATM card and.
2. For Payoneer Charges, when you will register yourself for Master card then they will charge you $30USD/Year.
3. When you will click the freelancer debit card the fees is not $30USD. However, the minimum withdrawal amount is $30USD.

I made payoneer account by not clicking on the link provided by you. I simply visited website and use sing up option. filled the required fields. Now account has done. when i log in to my payoneer account. it takes me to my dashbaord. Problem is that when i click on the order card option. A message comes “you will be able to order a card once you received 30 USD or equivalent.
